Should a proposal be a PDF, web page, or slide deck?

Web-based with e-signature for almost all service work — they close ~26% faster than PDFs and give you read-tracking. Use PDF only when procurement or government RFPs require it, and never send a slide deck as the proposal of record (decks are for the meeting, proposals close).
